Merseyside Black Police Association (MBPA) is a support network consisting of police officers and police staff of all ranks and grades from across the force. We have two tiers of membership, namely full & associate.
Full members must be able to satisfy our constitutional definition of ‘black’. Contrary to popular believe this does not mean you must be must be black as commonly understood, but rather have the ‘common experience and determination’ of people who are, because it is they that are typically far more likely historically and currently, to be on the receiving end of racism. Indeed we have a number of white full members, one of whom is currently an MBPA Executive Committee member.
Our associate members are those who do not meet the above criteria, but have declared an interest and commitment to furthering the aims of MBPA. Whilst not having full voting rights, they are able to attend the meetings that full members can attend, in order to influence the various debates and/or discussions. Few organisations with similar tiers of membership, allow their associate members such access or influence.
We are committed to ensuring equitable treatment of Black & Racial Minority employees within Merseyside Police and ensuring a quality of service delivery to the diverse communities of Merseyside. We are committed to challenging racism in general and supporting those who suffer as a result of it.

The vision and aim of the Merseyside Black Police Association is

to eliminate unlawful discrimination and improve the working environment of our Black & Racial Minority staff
- to enhance fairness and equality of opportunity by protecting the rights of BRM staff employed by Merseyside Police

to enhance racial harmony and help provide a quality of service to our BRM communities

These aims will be achieved by:
- Providing a support & social network for BRM staff
- Working more closely with Unions and Staff Associations to support staff within the working environment
- Being instrumental in improving recruitment, retention, progression & development of BRM Police officers and Police Staff
- Influencing the direction of policies locally, in line with equality issues, and anti-discrimination legislation within Merseyside Police
- Advising and consulting on matters of racism, internally and locally or further a field as deem appropriate by MBPA
- Working towards improved relations and to bring greater understanding between Merseyside Police and the local BRM communities
- Establishing working relationships with other groups and individuals whose aims are compatible with those of the MBPA
- To promote or otherwise assist in the promotion of research, internal surveys and internal investigations into the Police Service which may impact upon the minority staff within Merseyside Police or the BRM Communities of Merseyside
- To arrange, facilitate and or participate in, the holding of exhibitions, talks, lessons, seminars and training courses in pursuance to the MBPA's aims
- Collate and communicate any information on matters affecting/surrounding the MBPA aims and objectives both locally and nationally.
- Do all such other lawful things as are necessary for the achievement of the aims and objectives of the MBPA

The MBPA Executive Committee meets on a monthly basis to discuss the management of the association and issues affecting Merseyside police.
Open meetings are held on a quarterly basis and are open to all members and invited guests.
We do not currently charge a subscription fee and membership is open to all police officers and police staff and organisations and individuals of any rank or grade, irrespective of ethnic origin. Please read our constitution to establish how you might qualify for membership of MBPA.
